Constructed in a public–private partnership (PPP) model in which high-quality social capital was introduced, the National Speed Skating Oval has witnessed the power of concerted efforts, which has provided a Chinese solution, and contributed the power and wisdom of China to the construction of venues for the Winter Olympic Games.

Adhering to the concept of "Green Olympics", the National Speed Skating Oval has adopted the most advanced, environmentally friendly and efficient CO2 transcritical direct cooling ice-making technology. The carbon emissions of the full ice surface design measuring about 12,000 square meters are close to zero. The waste heat generated by refrigeration is used to provide hot water for athletes, melt ice in the pool, etc. It achieves low carbon emissions and energy saving.
The world's leading ice-making technology allows partitioned refrigeration and precise temperature control. The temperature difference of the ice surface can be controlled within 0.5 degrees. The smaller the temperature difference, the smoother the ice surface and the more uniform the hardness, which can help athletes achieve better results.

The ice-making device is located in the center of the hall on the first floor on the east side of the venue. Through the pipelines in the "Winter Dream" emblem, water is injected into the ice making engine room and gathered with the ice making water.
Thomas Bach, president of the International Olympic Committee, Albert II, Prince of Monaco, and other celebrities enjoyed an interactive experience here and wished athletes’ excellent results during the Winter Olympics. This device embodies the concept of "gathering water from all over the world to make ice in the Ribbon." During the 2022 Winter Olympics, the "Ice Ribbon" witnessed 10 new Olympic records and 1 new world record. It truly deserves to be called the "fastest ice."
