As the landmark venue for the Beijing 2022 Winter Olympics, it forms the symbolic building group of Beijing, the world's first "Dual Olympic City", with the National Stadium (also known as the Bird's Nest), the National Aquatics Centre (also known as the Water Cube), and other venues. Taking "ice" and "speed" as the design symbols, the National Speed Skating Oval boasts crystal clear and transparent facades composed of 3,360 curved surface and flat glasses. The 22 elegant flying ribbons symbolize the speed of ice sports and the year 2022 when the Beijing Winter Olympics was held.
The National Speed Skating Oval is invested, constructed, and operated in the public–private partnership (PPP) model. Beijing State-Owned Assets Management Co., Ltd., as the government investment party, together with the consortium led by Beijing Capital Development Holding (Group) Co., Ltd., brought together the experience and advantages of Beijing Urban Construction Group (BUCG), Beijing Uni-Construction Group, China National Sports Group, and other enterprises, and jointly established the National Speed Skating Oval Operation Co., Ltd. for the construction of Ice Ribbon.





The construction area of the project is 96,980 square meters, including 79,990 square meters for the main buildings and 16,990 square meters for the underground garage in the east area.
The project is allocated a construction land area of 166,396 square meters by the government. It can accommodate 12,000 spectators. The ice surface area measures 12,000 square meters.
